Government Prioritizes Domestic Jobs and Skill Mapping for Returning Migrants

The government has announced a coordinated effort across all three tiers of government; federal, provincial, and local to systematically generate employment opportunities within Nepal.

 

Speaking during a parliamentary discussion on the ministry's budget allocation on Wednesday, Minister for Youth, Labour, and Employment, Hon. Ramjee Yadav defended the government's approach, emphasizing a shift toward long-term structural readiness over temporary fixes.

Laying the Foundation for Sustainable Employment

 

Addressing concerns raised by lawmakers, Minister Yadav clarified that the ministry is currently focused on building a solid structural framework rather than simply stacking up new, short-term employment programs.

 

"We are not merely in the phase of adding programs; we are in the phase of laying the foundation," Minister Yadav stated. "Until policies, procedures, systems, and implementation structures are clear, allocating a budget does not guarantee it can be effectively spent. Once this foundation is established, the budget will be scaled up accordingly."

 

The Minister assured parliament that funding would not be a barrier to progress, noting that if the ministry requires immediate financial resources to scale successful initiatives, additional budget can be released seamlessly. The government’s current operational focus is geared heavily toward producing a highly skilled workforce tailored to sectors experiencing growing market demands.

Harnessing the Potential of Returning Migrants

 

A major highlight of the government’s new strategy is the integration of overseas returnees into the domestic economy. The Ministry is actively prioritizing a comprehensive data-collection campaign to map out the knowledge, skills, and experiences that Nepali workers bring back from abroad.

 

The initiative aims to answer critical questions about the returning workforce:

·       What specific technical or professional skills did they acquire abroad?

·       What are their primary fields of interest?

·       What kinds of domestic opportunities are they actively seeking?

 

By analyzing this data, the government intends to deploy tailored programs that align domestic job creation with the actual capabilities of these individuals. Minister Yadav expressed strong confidence that utilizing this massive pool of international experience will directly benefit national development while giving returnees viable, dignified careers at home.
