10-Point Agreement Between Government and Gen Z Protesters

  The government and Gen Z protesters have signed a 10-point agreement to address demands from the Bhadra 23–24 protests, including martyr recognition, compensation, fair elections, anti-corruption, and digital freedom. The deal ensures full implementation and the formation of a Gen Z council to advise the government.

  1. Recognition and Compensation for Martyrs and Injured
    Those who lost their lives in the Bhadra 23–24 protests will be declared martyrs. Families of martyrs and injured individuals will receive compensation, free healthcare, education, employment, social security, and memorialization. A permanent commission will be formed to promote good governance and prevent corruption.

  2. Investigation of Bhadra 23–24 Events
    A high-level inquiry commission will investigate excessive force and unlawful killings, and recommend criminal action against the responsible individuals. Protesters will not face prosecution for participating in political activities. Mechanisms will be established to prevent such incidents in the future.

  3. End of Corruption and Political Favoritism
    The government will set up a high-level commission to examine the lifestyle and assets of public office holders. Political appointments based on party favoritism will end. Institutions, funds, and trusts under political leaders’ names will be audited, and illegal assets will be nationalized.

  4. Free, Fair, and Transparent Elections
    The NOTA (“None of the Above”) option will be included on ballots. Primary elections will be mandatory within political parties, and party leaders can serve a maximum of two terms. Voting rights for Nepalis abroad, including workers and students, will be ensured. Candidate and party expenditures will be transparent, and ballot order will be decided by lottery.

  5. Constitution Amendment Suggestion Commission
    A high-level commission including independent experts, Gen Z representatives, and stakeholders will be formed to suggest amendments to the constitution while maintaining its core principles. The commission will review the past ten years of implementation, assess successes and gaps, and provide actionable recommendations. It will also suggest limits of two full terms for the president, executive heads at all three government levels, and cabinet members.

  6. Full Proportional Inclusion
    The agreement ensures maximum representation for women, Dalits, indigenous groups, Madhesi, Tharu, Muslim, minorities, persons with disabilities, marginalized communities, farmers, workers, and economically disadvantaged groups. The Gen Z council will act as an advisory body in this process.

  7. Transparency and Accountability
    Government decisions and expenditures will be made transparent and publicly accessible via social media. Reports from past inquiry commissions will be published. Transparent and competitive selection processes will be ensured for public positions.

  8. Freedom of Expression and Digital Rights
    The agreement guarantees freedom of expression on the internet and digital platforms without censorship. Legal and technical measures will be taken to prevent illegal surveillance or misuse of citizens’ digital data.

  9. Formation of Gen Z Council
    A Gen Z Council will be established to advise the government on governance, provide warnings, and suggest reforms to promote good governance and transparency.

  10. Implementation of Agreement
    All the points mentioned above will be implemented under mutual agreement between the government and Gen Z representatives. The agreement takes effect from the date of signing.
