An investigation into corruption has begun against former CDO Rijal
Assistant Secretary Chhabi Rijal, who has been accused of suppressing the GenZ movement, is now also under investigation for corruption. As Kathmandu’s Chief District Officer, he allegedly ordered the firing on protesters on 23 Bhadra. In his response to the Supreme Court, Rijal claimed the action was taken under “political coordination.”
Before serving as Kathmandu CDO, Rijal was the head of the Administration Division at the Home Ministry. During that period, he is accused of making improper staff transfers to immigration and other lucrative offices, allegedly violating professional conduct.
According to documents sent to the Special Court by the CIAA, Rijal is being investigated for corruption related to his role at the Home Ministry. The inquiry also includes several officials whose names appear in diaries and records connected to unusual activities.
Those under investigation include then–Home Minister Ramesh Lekhak’s private secretary Badri Tiwari, personal secretary Janak Bhatt, Home Secretary Gokarnamani Duwadi, and Immigration Chief Tirtharaj Bhattarai. Rijal is currently placed in the additional group under the Ministry of General Administration.
