In view of the election of the House of Representatives to be held on Falgun 21, the Election Commission of Nepal has made it clear that NGOs and INGOs at home and abroad should be absolutely impartial. No such NGO or INGO can broadcast any activity to support or oppose any political party or candidate. This has been specified in the code of conduct for a free, fair and transparent election.

The code of conduct, prepared and issued by the Election Commission, deals specifically with the conduct of NGOs, development partner organizations, and their respective officials and employees during the election period. Clause 12 of the code lays down in detail the guidelines on behavior that are to be followed, with the intent of preventing misuse of institutional resources or influence in favor of or against any political entity.

In all, nine points have been listed in the code of conduct, detailing the responsibilities and limitations expected of NGOs, INGOs, and their staff: restrictions on political campaigning, dissemination of promotional material, and other activities that may be perceived as supporting or opposing any party or candidate. The Election Commission's directive aims to ensure that development organizations continue to operate within their neutral, apolitical mandates, with a view to ensuring the integrity of the electoral process.

These moves have been welcomed by election observers, political analysts, and civil society members, who said adherence to the code was paramount to prevent undue influence on voters and maintain public confidence in the electoral system. With Nepal preparing for its key parliamentary elections, the Commission has called on all organizations to adhere strictly to these rules and avoid any activities that could compromise their impartiality.
