CPN-UML Unveils Election Blueprint

The Communist Party of Nepal (CPN-UML) has officially released its detailed manifesto for the upcoming House of Representatives election scheduled for Falgun 21. Contesting under the ‘Star’ election symbol, the party emphasized its commitment to “Good Governance and Preparation for Socialism through Employment” and the “Defense of Nationality and Democracy.”

The manifesto sets ambitious economic and employment goals. CPN-UML promises an annual economic growth rate exceeding 10% within five years, the creation of 150,000 new jobs per year, and reduction of the multidimensional poverty rate from 20.15% to 10%. Additionally, at least 100,000 returning Nepalese will be supported to become entrepreneurs, and a minimum of 500,000 regular jobs will be ensured within five years.

Agriculture, energy, and infrastructure feature prominently in the manifesto. The party plans to achieve self-sufficiency in staple crops, fruits, vegetables, and livestock within two years, declare the next decade as the “Decade of Agricultural Investment,” produce an additional 10,000 MW of electricity, and develop 20 smart cities and 100 smart villages across the country. Housing, clean water, and other basic services are also prioritized.

The manifesto includes strong governance and social accountability measures. CPN-UML plans to form independent commissions to investigate assets of public officials, establish a powerful Lokpal, implement time-bound reforms to remove Nepal from the grey list, and introduce federal civil service reforms. Women’s empowerment and rights of marginalized communities, including Dalits, Tharus, Madhesis, Muslims, and Indigenous nationalities, will be promoted through special programs and legislation.


Other key initiatives focus on social security, healthcare, environmental sustainability, and technology. The party promises contribution-based social security, unemployment insurance, universal health coverage, AI-based disaster warning systems, promotion of green energy, and carbon trading policies. Programs to support returnee entrepreneurs, regional development, e-governance, and elderly and child welfare are also included in the comprehensive manifesto.
