The Janata Samajbadi Party, Nepal (JSPN) highlights that Nepal has undergone significant political struggles, including a decade-long armed conflict, people's movements, and the historic Madhesh uprising. These events culminated in the establishment of a federal democratic republic, marking a transformative achievement in Nepal’s political history. However, the party notes that issues such as ineffective governance, gaps in proportional representation, weaknesses in the justice system, and social inequality persist. Political instability, corruption, weak domestic production, remittance dependence, and rising youth unemployment further challenge Nepal’s socio-economic development.

JSPN emphasizes that Nepal’s constitution, primarily drafted under the dominance of major political parties, does not fully institutionalize federalism, social justice, or inclusive democracy. To address these shortcomings, the party proposes forming a high-level constitutional review commission consisting of constitutional experts. This commission would recommend amendments, revisions, or complete rewriting of provisions to strengthen democratic governance, ensure proportional representation, protect citizen rights, and institutionalize political, economic, social, cultural, and inclusive democracy.

The manifesto underscores youth empowerment as a priority. JSPN recognizes that the younger generation demands transparency, digital services, equal opportunities, and accountability from the state. Gen-Z, the party believes, can play a decisive role in democratic and inclusive nation-building, provided their energy is directed toward constructive participation in national development.

A key focus of JSPN is the provision of essential public services. Health and education are to be treated as citizen rights rather than commercial commodities. The party promises free, high-quality healthcare for all citizens, establishment of super-speciality hospitals in each province, and modernization of the education system from early childhood to higher education with skill-based and AI-driven research centers. Similarly, the justice system will be accessible, timely, and free, with court restructuring and simplified legal procedures to ensure citizen-centered accountability.

On governance and financial management, JSPN pledges to create a cashless economy, ensure transparency, curb corruption, and establish the Jan Lokpal to hold officials accountable. The party also aims to address the challenges of foreign employment by offering skill development, safe job placement, and domestic employment opportunities based on acquired skills.

Environmental sustainability and climate justice are major priorities. JSPN plans to expand forest protection, promote renewable energy, control pollution, conserve the Chure region, and regulate rivers and soil resources. Scientific land-use policies, land reform, and digital land records are emphasized to prevent unplanned urbanization and preserve agricultural productivity.

Agriculture modernization and food security are central to JSPN’s agenda. The party advocates cooperative farming, mechanization, irrigation, modern storage facilities, crop insurance, fair pricing, and vertical farming to ensure sustainable and profitable agriculture. These efforts aim to create employment, support rural livelihoods, and achieve food self-sufficiency as a constitutional right.

Infrastructure, industrialization, and economic reform are key to achieving inclusive growth. JSPN plans to develop highways, railways, economic corridors, provincial industrial clusters, special economic zones, and green industries. The goal is to transition Nepal from an import-dependent economy to a production- and export-oriented economy while promoting domestic resources and agricultural industries.

Social justice, equality, and inclusion are embedded throughout the manifesto. JSPN commits to protecting the rights of marginalized communities, including Dalits, women, minorities, LGBTIQ+ individuals, and persons with disabilities. Policies include reserved representation, equal access to education, health, employment, and empowerment programs. Social security measures, disaster relief, and targeted support for vulnerable groups are also proposed.

Cultural preservation, tourism, youth empowerment, and sports development are additional priorities. JSPN plans to promote Nepal’s heritage sites, adventure tourism, and rural tourism while ensuring youth engagement in national development and sporting activities. Finally, integrated rural and urban development, smart city initiatives, and equitable regional development are highlighted to reduce disparities, improve living standards, and modernize urban and rural infrastructure.
